Brief History

In 2008, the Ministry of Commerce and Industry (MoCI) signed a Memorandum of Understanding with United Nations Industrial Development Organization (UNDO) 2008 as an ECOWAS Member State to participate in the West Africa Quality Program funded by the EU. 

In 2010 the WAQP funded the construction of the facility of the National Standards Laboratory which was officially opened by the Government of Liberia on September 9th, 2011 to provide trade facilitated services for enhancing the competitiveness of goods and services at the national, regional, and international levels and to strengthen the SPS regime of Liberia. 

About Us

The Liberia Standards Authority (LISA), formerly the National Standard Laboratory,  is an extension of the Ministry of Commerce and Industry (MoCI) designated as the national conformity body of Liberia.

Its role is to offers services to both private and public sectors in four areas; Product Testing, Metrology (Calibration & Verification), Quality Assurance, and Technical Support Services as such food safety inspection, certification, and training.

 Additionally, the LISA coordinates national quality infrastructure activities representing Liberia at various regional and international engagements in the fields of quality infrastructure (QI) and food safety.

LISA also plays the roles of national focal point and technical secretariat desks for several national, regional, and international programs including:

LISA serves as a national focus point by coordinating standards-related information, policies, and stakeholder engagement across Liberia. We facilitate collaboration between government institutions, private sector organisations, and international partners to ensure effective implementation of standards and quality infrastructure initiatives.

As the Codex Contact Point for Liberia, LISA represents the country in the Codex Alimentarius Commission, supporting food safety and quality standards development. We coordinate national positions, disseminate Codex information, and engage stakeholders to promote safe food practices and international trade compliance.

LISA acts as Liberia’s liaison with the International Electrotechnical Commission (IEC), promoting adoption of international electrotechnical standards. This role strengthens national capacity in electrical safety, technology innovation, and industrial competitiveness while supporting compliance with global technical requirements.

Through specialised technical desks, LISA provides guidance, coordination, and expert support for sector-specific standards programmes. These desks facilitate stakeholder consultation, technical documentation, and programme implementation across national, regional, and international quality initiatives.

Mission

LISA overall mission is to provide trade facilitation services in areas of conformity assessment, and technical support services for ensuring safe and fair trade, improve sanitary phytosanitary (SPS) system and support growth and development of local industries and micro, small and medium enterprises (MSMEs) of Liberia.

Objective

To carry out the measurement, testing, technical inspection, certification, and market surveillance as means of assessing the conformity of products, processes, services, and systems to standards, technical regulations and SPS systems; To ensure that the units of measurement used in the trade and commerce of Liberia are those of the International System of Units as defined by the General Business Law of Liberia and International Bureau of Weights and Measures (BIPM); To ensure that the National Metrology System cover units of measurement, measuring instruments, measurement standards, their application, and metrological control; To be responsible for creating and keeping national primary and secondary measurement standards in Liberia; To provide technical services in areas of product certification, technical capacity development activities for industries, local establishments, and SMEs To carry out voluntary certification programs for quality promotion and enabling local industries and businesses, especially services creating value added services and products; To provide technical expertise and actively participate in matters, activities, programs related to national standards and protocols at national, regional and international levels with regard to conformity assessment, metrology, and quality assurance; To perform other responsibilities that will be assigned to it from time to time by the Government.
